I have an Omron BF508 whole-body composition scale that measures fat.

Before HRT, I had an average of 14.1% body fat at 131 lbs.
After 3 months of HRT, while eating a 2700 calories/day diet to put on some weight, I now have an average of 19.0% body fat at 138 lbs.
I should weigh more considering how much I've been eating. But, I can see I'm adding fat at about the same rate I'm losing muscle. My weight is staying flat now (I eat around 2300 calories/day) but my fat % rises steadily.
