Miami Beach city mandate for SRS!!

The city of Miami Beach has passed a mandate for SRS coverage through health insurance for city employees. Has anyone found any info on this mandate and or will be taking advantage of this? I'm looking to relocate and find a employment with a job that offers United Healthcare insurance.
