Binder question

I recently got a chest binder, and I have one issue with it. It's a compression vest, and, while it isn't too tight around the chest, it is a bit too tight around my abdomen. It isn't painful to wear and doesn't interfere with breathing, but it is pretty uncomfortable. I've tried folding the lower part up so it goes around my chest instead, but having that extra binder layer around my chest makes breathing uncomfortable, so that isn't an option.

I'm wondering what would be the best way to deal with this. Would it be a good idea to just cut it off below my chest, making it perhaps a bit longer than a sports bra, and then hem it so it doesn't fray, or is that a bad idea? I'd like to do something to make it more comfortable to wear but don't want to risk ruining my binder.
