Birth certificate questions.

So I was born in California which has amazing birth certificate laws(?) but I now live in Ohio. So when you change your certificate is it the state that you born in that changes it or the one you live in? Because Ohio doesn't let you change your gender >.> Sorry if that doesn't make sense it 6 am and I haven't slept yet
