Most cis women with larger hips and thighs also have small calves so I don't know if there's too much to be worried about unless your unhappy with it. There could be ways to reduce your thigh size with workouts but beyond that there's not to much you can do about small legs unless you try to build up your calf muscle. Both of which is a bit harder to do on hrt. Feet have also been reported to shrink some for a few of us here and there. That means that muscle mass is shrinking in your feet, more than likely, and could be causing your feet to feel less cushioned.
