So, good news / bad news..... ;-)
I skimmed through before posting, I'd read about half and skimmed the rest... Hope I'm still helpful.
Two things jumped out:
1. Training. You're training the wrong muscle fibers. Doing that many adductions will grow you a Type 1 muscle: think marathoner. You won't cause the necessary hypertrophy (sarcoplasmic hypertrophy, I believe it is - fluids and fats around the muscle.) This amounts to shrinking the muscles. Great for some things, bad for size.
Go for sets of 10 with a decent break in between sets (30-60 seconds.) Also, double-check the exercise, I believe you're hitting the Gluteus medius, but double-check. And look into hitting it from different angles, too - it goes into the spine, and out to the hips, making a more curved appearance.
2. Diet. Sounds like you eat a decent diet... Which won't help in this case. ;-) It's something I've learned the hard way, just trying to LOSE weight...
Look up Banting for the background; key is, you'll want more fat - AND you'll want to use insulin manipulation, in reverse, to promote fat storage.
I'm guessing, for example, that you drink diet sodas..? (Poisons, BTW.) Try to cut out the sodas completely, but add in things like bulletproof coffee (don't bother with the Brand Name Beans et al. Just it's a high-fat drink with coffee in it.) But then ADD sugar or honey, too. The idea is to up the calories (my problem trying to lose weight, the body thinks it's in starvation mode. I have a metric ton of body to lose, though. ;-) ) and manipulate the insulin to promote fat deposits... Which with estrogen, means on the hips and butt and boobs. ;-)
This is REVERSING my attempts right now, where I'm looking to get into ketosis soemtime this millenium (carb cravings hit yesterday)... But the coffee tastes decent, really! And for a cup, it's worth trying, right? 400 calories there; spike it with something to shoot blood sugar up, promoting insulin release? Should give you your hips back pretty fast. :-) I'd even say eat candy first, then make the coffee and drink it.
At the same time, you should feel satieted for a longer time, might even cut down your overall calorie count. (Worked for me for about two weeks. then carb craving kicked in, now I need to get back on the wagon. Trying to lose the belly... All subcutaneous, too, so it's SLOW...)
I've also read of people applying oils and hormones directly to areas they want the changes in; I can't vouch for it, but others have claimed results. Seems like a lower-value method, though, if it's possible to tweak what you're doing and get better results. Less effort to change lifestyle.
OH, forgot this one:
I've also heard of a Hip Shave operation, but cannot find details on it. It was referenced on the series "Botched" by a TS who wants to become a TV personality. She was Latina, I think. Has had a TON of surgeries, but has a FEMALE hip line (though shoulders are still slightly broad.) If it involved shaving part of the crest of the hips, it might be something to consider - make more of a curve. OTOH, if it's actually a hip replacement? I'd pass... They wear out.
She has a fan page already, but I can't find it from behind the work firewall. Worth a Google, though. Season 1 somewhere, I believe. Can't find it from here right now... Sorry. :-P She was wearing a red dress and looked quite feminine, however, and it was when they identified her past surgeries I noticed the "Hip shave" item - I was lucky I'd DVR'ed it. ;-)
