While today's HHS ruling is only a proposal, which requires public comment before final implementation

What do they mean by public comment?  Does it mean  the general public or the medical community?  If it's the general public then we are screwed.  Most people in this country hate us worse than serial killers.

Amy, I think this is a somewhat strong statement. Many people don't understand us, and are often very accepting once they become educated. I have met very few people who hate me.

General public. All agency rule making requires a public comment period. It is not binding on the final rule adoption, however.
