But the simple fact he said "trans rights..." says that he recognizes we have them (or should have them, in a perfect world), but is willing to at least present the idea of discrimination, perhaps in order to skewer the real hateful ones.

In a perfect world, the government recognizes and protects rights, not grant them, which puts them at the whim of authority of the party currently in power. Instead they are used as currency to bribe our vote and for money.
