Yep, when I first started my lips changed color a lot. Some times more than others, it came and went. Now it's settled down, but now it's pretty impossible to keep them from getting dried out. I think the color change now acts as an indicator of sexual...interest? receptiveness? Not sure how to describe it.

Estrogen makes skin drier because it reduces sebum (oil) production, contrary to testosterone. Progesterone can help with this.

Estrogen leads to increased skin pigmentation which can be the reason why lips become darker. People have sometimes asked me if I was wearing lipstick because my lips looked redder and darker. I wouldn't be surprised if it has something to do with receptivity and attracting the opposite sex, this is why men get sexually aroused from women wearing lipsticks.
