Fiona,
No a garter belt goes around your thigh and a suspender belt goes around your waist

Ah i was confused but now i understand that our American friends call Garter belts suspender belts'
In the UK a Garter belt is an item that holds each stocking up seperatly, like a fancy elastic band

Having spent a lot of time in the US, the UK, and various women's undergarments, here is the teminology I've observed:

US usage
Garter: the garment that goes around your LEG to hold up a single stocking.
Garter Belt: the garment that goes around WAIST to hold up a PAIR of stockings.
Suspender: the garment that goes over your shoulder to hold up trowsers.

UK usage
Garter: the garment that goes around your LEG to hold up a single stocking.
Suspenders: the garment that goes around WAIST to hold up a PAIR of stockings.
Braces: the garment that goes over your shoulder to hold up trousers.

I've spent way more time in the US and in women's undergarments than in the UK, so if a Brit wants to correct me, go for it.

Yay!

BTW, I learned the UK terms after I was in the UK and was describing a particular class of man who has a particular hair style and wears suspenders.  The looks I got were pretty interesting and they let me go on with my story. At the end, they educated that they were braces, at which point I was somewhat embarrassed.
