How can I get my voice to deepen to a bass or a baritone?

I think it depends on a lot of factors. I know a trans guy in real life and he really needs to work at keeping his pitch down because he had a very high pitched voice to begin with. By his own admission his pitch slips up when he's not paying attention.

Keep in mind many, many, many genetic men do not have bass voices.

Does the voice that I get from Testosterone (Once I get on it) does it base off of genetics like if my dad has a deep-ish voice then would my voice range around there?

All I can say is "maybe". We get genetic markers from both parents that may not be sex/gender specific - for example male pattern baldness is often passed on through the mother's side of the family.

I don't really think your vocal range has anything to do with genetics, at least from personal experience. It might have something to do with how high your voice was pre T, but as far as I'm concerned it's mostly just the luck of the draw. There are a lot of exercises out there that are supposed to help you lower your voice, though.

It's much more dependent on what the current pitch of your voice is.  After trans guys go on T, their voices typically drop about an octave, over a period of months to years.

Usually the changes are pretty fast to begin with, and they're likely to be accompanied by one's voice "cracking" or "breaking" at times. Then the pitch seems to plateau, but many guys report continuing changes over at least a couple of years -- just much more gradual, so there's not so much drama, and the change is less noticeable.

Also, the "one-octave" estimate is relative to your natural pitch. There is, unfortunately, no reason to think that if you force your voice into a lower range, that this will carry over to how low your voice ends up -- and many of those voice-lowering exercises can damage your vocal cords.

But also don't get too worried if your voice is high now--that doesn't mean you don't have a chance of ending up with a very masculine voice.  I know some trans guys whose voices aren't very passable after two years on T, but after 7 months mine is quite passable and I started with a SUPER high voice.  As in the songs sung by Maria in Sound of Music were easy as pie for me to sing.  So luck of the draw is involved, too, because though my voice isn't exactly the deepest ever, it's definitely had to drop a lot to get from "the hill are alive with the sound of muuuuusic!" to where it is!  I didn't do any vocal exercises or anything, I just lucked out.
