My insurance won't cover the HRT dose prescribed by my doctor; they will only allow half. In other words I'm prescribed 16 twice weekly patches but my insurance will only pay for 8. Has anyone else had similar experiences and if so were you able to resolve them?

It's important to know what state you are in, every state has different laws when it comes to medical providers

If you are only supposed to apply one patch at a time, it sounds like they will only pay for one month worth of patches, which is pretty normal.
Just pick up the first 8 patches and pick up the rest in a month.

Had the same type of problem with my insurance on injections.
My doc wrote the prescription as a 69 day supply and the insurance company wanted a $200 deductible.
Had the doc change the quantity to 30 and the deductible maniacally went to $10 for the same 5ml vial.
