Does anyone know the title?

I read a book when I was in the French military in the 80's.
It was written in English and was about an alternative world where women ruled,
babies were born artificially, and any that were born male were forced to cross dress as appearing to be a man was illegal.
The story centered on a man who rebelled against the system.
It was a long time ago so I cant remember much else, but I'd love to read it again.

Has anyone else heard of it?
