I have noticed that some members give "Smites" for posts that merely express views which are different from their own. As I read the policy "Smites" should be only given for gross violations of decency and TOS. Thus, I suggest that giving of "Smites" should be restricted to select staff members.
Any other existing "Smites" could be removed when noticed or upon appeal to the specified staff.
