Go with your gut feeling. That's what I did. It never failed me.
They are all excellent surgeons, and the differences in expertise are very slight. I would say, ask what which surgeon does. Some do not perform a type III forehead, others want to shave it instead of reconstructing it. Just make sure that your surgeon has a (cranio) maxillofacial surgery background, meaning, that he can operate on the entire skull with confidence. Because you don't want a regular plastic surgeon going down to your skull unless he has tons of experience, but then he would be called a maxillofacial surgeon anyway. I personally went for reconstruction because I really needed it. (large sinus) but the only way to know what you can or cannot have is by getting an x-ray or better: 3D scan of your skull. Because the skin of the skull is very thick, thicker than you think! so you can't tell without "seeing" the skull. Also, do not base judgments on photographs. Regular photography is 2D, it's not like the real world.
If possible, go see some FFS surgeons
in person that way you get a better diagnosis and you meet the one who is going to change your life. Do you trust the surgeon? get a feel. Many surgeons are in your country/area from time to time, and do visitation schedules.

http://www.kamolhospital.com/en/Overseas surgeons are not necessarily better, nor worse. You can cut down costs by going to them, and many have an excellent track record. The downside is travel, and recovery. This might sometimes lead to complications. And if complications occur to whom do you go to then? Something to keep in mind.
I personally wanted to be operated in a hospital, because of possible risks of complications and the care (and painkillers) they can provide. I went to a local cranio-maxillofacial surgeon, and I was his first FFS patient. And my surgery went great. Really happy and satisfied.
