I have no piercing and don't even intend to pierce my ears. That said, any non surgical area like breast should wait until your development is complete as piercing could alter development.
The surgical area should be discussed with your doctor. Circulation and nerves may not be in the same location and circulation may not be adequate if the area is pierced. My surgery and many others were done as a two surgery procedure. After the first procedure, at least 6 months needed to pass while the surgery healed. The circulation would then be able to withstand the second cosmetic procedure. You want to be very careful not to disturb the structure the surgeon put in place.
