Wholeheartedly agreed, this is the number one priority, though I wouldn't say they "probably" should go together; your best result will come from having this all done at once, with a unified aesthetic. And I'd add hairline recontouring to this list -- your hairline is pretty close to not needing the peak lowered at all, but it definitely needs to be rounded out in the corners.

While your trachea isn't too visible, as we see from the middle row/far right picture, there is still some projection here, and given most people look to this area as a "tell" I'd go ahead and make it a priority. The lip lift is necessary to shorten the appearance of your midface. Genioplasty should focus on shortening and tapering the chin; it's lateral position is fine.
Mandibular Recontouring
Skin Resurfacing
The angle of the mandible is already obtuse, which is a plus. But reducing the height of the mandible overall would help, and create balance with the rest of the work.
I'm putting skin resurfacing here even though it's not strictly an FFS procedure. It might not be necessary after a few years of HRT and electrolysis (which can stimulate collagen production) but right now there's a roughness (both in terms of texture and in terms of pigmentation) to your skin that we really don't see in most women's faces. Now, I have no idea what procedure would be best, whether it's on the gentle end of Retin-A or facial peels, something in the middle like dermabrasion, or something really aggressive like laser. But I do think it's something to put on the list.
I'd call the first two groups "vital" and the third one "very important" in terms of passing.
