Electro Spa or Clinic?

So when it comes to electro, would it be more advisable to go to an actual electro clinic/studio, or would any spa that offers it be enough??

and when you get zapped with the needle, that follicle is dead for good right? any growth you might have is other hair that was dormant, right?

Thanks for the help, but unfortunately, I'm in Canada, so goin' down to Dallas isn't really an option lol...
