I was at Smuggler's Cave north of Pismo Beach, CA and looked down from its overlook. 
I thought a saw a naked person walking on the beach, quite a distance away.  Later I learned it was a clothing optional beach.

So even in America, nudity in some designated clothing optional public areas seems to be okay.  But people know that is okay there, it is designated for that if people want to.

Seattle about twenty years ago bought five (5) self cleaning toilets for $5,000,000 total.
Because of misuse they were later removed and sold for a total of $12,500.
