There are many women that do not wear panties, especially when they were body hugging dresses so that their panty lines wouldn't show. I have even know women who do not wear panties with jeans.

Is there any CD or TG that go out without wearing panties?

Last week, I took a short trip to the drive through car wash and gas station without wearing any panties. It is very easy for me to hide my bulge since due to taking hormones over the years.

Truth be told this girl would just as soon be nude or scantily clad.  Not for salacious purposes but for the freedom it offers.  I know plenty of women who wear longer skirts and love the feeling of a breeze over the bared bush. ;D

I'll do it if I can be sure there's no unsightly bulge. On long car trips I like to do it under a long, full, light skirt. When I gotta go, I gotta go!

My wife seldom wears panties, unless that is ALL she is wearing! Same with bras.
I wear panties about half the days, all on whim. I love panties, the feel, the fit, the colors, the delicious forbidden naughty-ness. But I also love feeling the warm breeze blowing up my skirt, the comfort of not having to adjust my boy parts. I do not worry about the bulge unless I am engorged as I hardly pass anymore.
