The IPL provider might voluntarily refund if you tell them you plan to file for an unused refund - some merchants prefer to avoid charge backs. If the get a high chargeback ratio that can affect their merchant credit card rate.
I did pay with my credit card but I think I'll just use it on my body and not my face. I know it won't remove it completely but any improvement is better than none.
