So a small number of people have legally changed their gender marker to non-binary here in California. I contacted my local LGBT center to speak with an attorney. I'm not the only one who has gone to legal services at the LGBT center to ask for help on this. Hopefully, I won't need an attorney to represent me and I can qualify for the fee waiver because I don't have $435.
I think it was on ->-bleeped-<- that someone linked me to the forms I would need:

The bill would also put non-binary markers on ID's, state or driver's. If the bill passes then it wouldn't go into effect until 1/1/19. I have faith that it will pass, it's just a matter of time.
