I'm not sure I understood you correctly—are you saying that you'd need to layer three or four pad sets to get the shape you want? If so, I think that might be uncomfortable.
As for whether using padding is worth it or not—well, if it gives the shape you want to fit an occasion and you can afford it, why not. After all, that's why foundation garments exist. If women didn't buy them, they wouldn't be made.
(Actually men do use padding too, at least when they wear good suits. It's just hidden in the garment itself. They just don't seem to get the idea of wearing it separately. One foundation wear designer I know was honestly surprised and puzzled when her husband balked at her suggestion to wear padded thigh longs to improve his lower silhouette...)
