So, I was watching a video by a transwoman on YouTube, and she mentioned that her shoulders began binding closer; which made it appear smaller. Not many other transwomen discuss this in their videos, and I was wondering if there are any transwomen here who may have seen a difference in the width of their shoulders after being on hrt for a good amount of time..?

After a while if you don't exercise your deltoid muscles will get smaller.  Your bone structure though won't change.  That's what happened to me.

From what I know, HRT results in a softer musculature over time.  That can make a shoulder width that stays the same appear more feminine.  But Deborah is right.  It will not actually change the bone structure.

I can truthfully say I have lost at least an inch and a half in shoulder width in two years on hormones.  I like to wear some of my old sport coats and blazers as boyfriend jackets and I found I had to have all of them tailored down in the waist and shoulders and have the sleeves narrowed.

That's promising for my appearance at least...  I'm not fond of my "broad-ness" to be sure.  Any chance you had a smaller "Structure" to begin with and that inch and a half was just some seriously strong muscles?  Cause if so, probably wont help me much.  I'm kinda bony by nature.

I had a lot of muscle so hrt has stripped most of that away. that alone has done a lot. I fit into the female norm at least and while I do get some comments on having wide shoulders it doesn't stop me fitting into womens clothing. Balance it with a little bit of extra weight to widen the hips it all good.
