How to avoid ingrown hairs on thighs?

In the past, whenever I've shaved or naired my thighs I always get tons of red bumps/ingrown hairs that last for several months. I've tried applying lotion each day but it never helps.

I'm convinced that sitting down prevents the hairs from being able to grow out, and walking/leg movement causes friction with my clothing that further irritates the skin.

Does anyone have a fix for this? Right now my only hope is that hormones will make the hairs thin enough that they'll stop getting ingrown or being prickly.

I'm 13 months on hrt and these red bumps have improved significantly for me so far. There really are none like before at all. And the hair is much more sporadic, lighter and definitely much less noticable.

When this occurs and it's commonly referred to as "shaving/razor bumps," I use an over the counter benzoyl peroxide topical wash 5% or less to treat the area. Apply before moisturizer.
