How smooth is epilating supposed to be?

How much hair should be left after epilating, and how smooth should it feel? I just got done epilating my legs, arms, and stomach for the first time, and most of the places where I did it, I can still feel some roughness when going against the grain and see some very short hairs. I made multiple passes of the same areas and did them in multiple directions, and I showered and then dried before starting.

Occasionally a hair will break, and the epilator needs a certain minimum length to grab.
