How to fit pants/jeans

So, I am planning on making my first female clothing purchase soon. I am trying to understand how to wear women's pants or jeans. I know that sounds ridiculous but I am overweight. Most of my weight in carried in my mid-section. I guess it would be considered an apple type body. no hips or butt to be had here. I wear means jeans low, under my bully and held up by a belt. When I look at thing that describe how to measure your body for women's clothing it says to measure your waist near your belly button. My "man" waist it several inches lower. I want to buy something that I can pair with a nice blouse and some short heels that I can wear for church. There is a completely accepting church near me that I want to be able to visit dressed as my true female self. I really want to be able to feel the community of a church without judgement due to gender identity.

Going back to the pants, I have never worn women's pants of any kind. Should I plan on wearing them high? Like over my belly button? I still need to measure myself but I'm about a 40" waist under my belly. Probably going to be something like 46" if I go up to my belly button or near that. I don't want to look like a fool in my new clothes. Can anybody suggest a good store to go into and have somebody help me to fit myself properly? A store that tends to be less judgmental?

I do want to buy a skirt as well for the same purposes. Eventually, I want to be able to go to my sessions dressed properly. I also need to start practicing with some makeup but having some clothes that make me feel confident as a woman feels vital to my self image. Thanks so much in advance for any advice you can offer. I'm somewhat similar to you, smaller waist, nothing below it to speak of and an overhang.

Can't find it now but somewhere I read that a roughly 2 inch constant translates between male & female sizing numbers.

My male jean size was a 38 (almost 40) x 29.  That initially translated to a 18W average for women.

I have been losing weight and my Male waist size is now slightly under 36.  The 18W female is now too big.  Female 16W average fit very well.  (Good thing I only bought one 18W pair.)

The funniest thing is that now I've been on Estrodiol for a couple of months, my 36 x 29 male jeans are getting very tight in the hips.  (And my breasts feel every movement of a bra, sports bra or camisole...)

I didn't expect the magnitude hip thing, and definitely not as soon.

I am looking forward to the breast sensations settling down.  I'm being told I am massaging my chest rather frequently. (And may have to trade my B cup bras in for C cups soon...)

You may want to start off with some purchases at a thrift store.  Bring a tape measure to help guess what will fit.
If they are cheap enough you may want to buy whatever fits best, even though they aren't your style.

You need to measure yourself check the sizes from net and buy something from nearest shopping mall .
Test it if possible in the test rooms but be careful if they have door or curtain and check  if door or curtain full lenght or half . you will find the best sizes which will fit you .
You need to thing waist trainer in order keep your middle part a little bit more feminine.
Also I strongly recommend to watch videos about DIY hip pads .
Hip pads giving very very feminine curves taht you will love really .

There's no easy way to start buying clothes. The best thing you can do is to try stuff on. Only then will you be able to tell what sizes you should be and what brands fit you best. Unfortunately, that either means being awkward trying on clothes in stores or spending a lot of money on clothes that don't fit properly.

Even when you know what size you are the variety in brands and even size differences within those brands will drive you crazy. I've just come to the conclusion that I need to try on everything before I buy it.

In general, you want the female clothes you buy to be more fitted than similar male clothes. Women's clothes are made to be snugger and tend not to look correct when they are too loose.

Regarding your pants question. It depends on the type of pant you are buying whether they are casual, dress, or jeans and how they are cut ie. high-waisted, low-rise, or standard. I can be different sizes depending on where the waist line lands on my body and whether they are a looser fit versus tight fit. As an example, I have some denizen jeans I really like. In the looser cut I prefer a size 8 but in the tighter skinny version, a 6 fits the best. Doesn't make sense that I went down a size but yay clothing sizes.
