Yes - he's flooding the zone with actions that would have been unthinkable in a western demacracy - but very normal in authoritarian regimes around the world. It's Nixon's 'madman syndrome' - leaders domestically and around the world don't want to get on wrong side of him and he is seen as unhinged and totally unpredictable. One of Tim Snyder's rules in 'On Tyranny' is: 'Don't obey in advance', but leaders in business and governments are backing down. There will be some serious unintended consequences coming up though.
