I'm actually working with a trainer to acheive this figure right now, which he has done for other transwomen. The key is not to lose all the muscle you have in your upper body, especially your back, to trim your waist, and to add bulk to your thighs. We're doing a lot of leg exercises mainly, but not ignoring midsection & upper body either. I'd say it's about 50/25/25 in terms of focus.
