I'm sorry but you've got it wrong. No where in the bible does it talk about genes or HIV, or sexually transmitted diseases. Quite honestly I do not believe that these things exist. God exercises his judgments according to his word and that's all there is to say on the subject.
Blood transfusion also is not a part of God's word and is therefore blasphemy. It is not in the good book. Those who receive blood transfusions will surely be condemned. Acts 15:29 is perfectly clear on this subject: "That ye abstain from meats offered to idols, and from blood, and from things strangled, and from fornication: from which if ye keep yourselves, ye shall do well. Fare ye well."
So please, let God take care of this.
On a personal note, I believe that it is men to blame for these problems. If men were not promiscuous, God would not be punishing us. If we must have transfusions, blood should only be collected from women.
