No I think that is a myth, shaving does not change how hair grows.

its a compleete myth... All shaving does is sharpen the end of the hairs... and at the most, makes it appear darker when it grows back out some...

If you don't shave, or pluck, the hair grows back tapered, so
it doesn't look as dark (since if you shave, it grows as the same
size as the root, which is bigger than the end.
Look closely at hair that you haven't shaved and you'll see this.

It's just a myth, If it were true, people with thin hair on their head would be shaving it, so it would grow in thicker.

Like everyone else has said, it's just a myth.
I'm pretty sure it has origins from when young people start growing body hair. At first it's thin, then they shave, and when it grows back, it comes in thicker. It's not because of shaving, it's because it's a part of puberty - shaving is just an uncorrelated action that happens in the mean time.
At least, that's my guess on where this myth started.

Well back in the day when I started getting hair on my legs I shaved them about twice and it did come back thicker and more.. which is great for me.. I have been trying that theory out on my face to see if anything happens however I have only shaved it once so far! But it does come back darker.. whether its because I never noticed the color of it before... not sure..
Sorry to butt in Ladies
