"The municipal authorities have cited Herrod for indecency in violation of a "no
sagging pants" ordinance. He says the rule shouldn't apply to him because of his medical condition and has a doctor's note to prove it."

Failing that, this search should work.

From a practical standpoint, people may be able to take issue with the skirt's length (given the way he has to sit), but it's definitely not a case of "sagging pants" (which itself carries racial overtones); whichever authority is seeking to use that ordinance is exercising their personal interest rather than the law.

i'm glad they don't have a problem with it, shows the world is starting to come around little by little that it matters not WHAT we wear but HOW we wear it. he has the blessing of this Princess.

Clearly its not 'pants' its a skirt, so it does not seem to fit into the law, unless the law also has a "sagging skirt" section to it.  Second, its not sagging.  Third, he could sit better in it, or use a longer skirt.  Really.

It appears that the news story has its own skirt to hide an exposure issue.
