"The report argues that the EPA has been lax in its enforcement of the Clean Water Act. Thirty-nine percent of U.S. rivers are too polluted for safe fishing and swimming, ANP says. But one startling finding is that water contamination is causing many of the fish in those rivers to change their sex. Male fish, especially, are changing to females."
