where to purchase packer with paypal

I don't know about Paypal, but a lot of places will take a money order of some sort.

Eden fantasys is a good site with a few packers to choose from, and they take paypal.  I do reviews for them and so far it's been a good company to work with!  I've also bought quite a few things from them.

You can buy a VISA gift card for whatever amount at a grocery store and use that for credit card payments.  No ID required.

Unfortunately, there are not a lot of websites that accept that method of payment.  I had a $50 card for the longest time because I could not find anywhere online where I could use it.
