First I'll assume your on HRT and that your T is well under control.
To reduce waist you'll need to diet down to a healthy wieght, if your already there then your waist isn't likely to get smaller without lipo.
To increase your hips and butt you'll need to lift wieghts lift like you were trying to be a body builder HRT will prevent you from getting too big. Lift heavy though and hard things like squats, lunges, leg press, ect.
Two things to remember there is no such thing as spot reduction so to get smaller in one area means to get smaller all over and the reverse is not true. That is to say while you can't spot reduce you can spot grow, you just need to work the muscle until it responds with growth.
