"Structural discrimination against those who are vulnerable to HIV
such as sex workers and MSM (men who have sex with men) must be
removed if our prevention, care and treatment programmes are to
succeed," he said, according to the Times of India.

They have to decriminalise it.  They killed all the girl babies for years, and now there are all these horny guys around.  They gotta do something.  So now they are all criminals.  Just another classic example of how misogyny leads to gayness.

Added:  Just in case someone misunderstood, I was being really tongue in cheek about misogyny leading to gayness.  I do not think that gays are any more misogynistic than men in general.
