A SECRET Victoria Police report accuses two detectives of fabricating evidence and lying to a judge to implicate a former detective in two deaths.

But the document concluded that former police officer Denis Tanner remained the strongest suspect in the death of his sister-in-law Jennifer Tanner and transsexual prostitute Adele Bailey.
