The present IOC policy is for individuals to be tested if there is a serious question. The Chinese are exploiting this loophole for all it's worth, and their maneuver is not surprising. They are applying Sun Tzu's "The Art of War" to international sports in a classic way.

Do you remember the scene in Annie Hall where the guy is in line in front of Woody and Ms. Keton and going on and on about what Buckminster Fuller would say, only to have Woody pull out the real BF and have him tell the guy he is an ass?

So too here.  That is a total misreading of the Art of War, and of what the Chinese are doing.  I don't think they need to kick anyone out to win, they are a sports superpower.  One odd person here or there is not going to matter.
