Info needed badly!

Because of low resources and quality conserns I am consider to have my SRS outside my homecountry. Does somebody knows about can a person get a visa to the USA or Canada for traveling SRS. Or how coudl I get it. After my diagnose is confirmed I can get passport with normal female gender marker.
