What I have become to understand is that even though California is a trans friendly state with laws protecting us like everyone else, the Federal government is FAR from that level of support. And even California is not truly 100% on board. This is apparent in 2 significant areas. Getting your name changed and your gender / sex flag changed. So why do I say this?

Let's first look at the Social Security Administration application for a SS ID Card. They specifically state SEX male of female. Well what if you are both at birth? Sorry no can do. What if you are a transsexual man or woman and either by choice, health or finances you will never have SRS. However you live your life in your true gender. You are screwed here too. As the SSA will not change your SEX flag without a DR.s signed letter saying you have in fact had SRS.

I don't know about her situation but I do know about my own. I did go over to the SS office and I did get my "sex flag" changed. I did have all the papers to do it, but when I got there they didn't even look at it. I did have someone, who I know and very experienced in this, tell me that I should make sure and check it out. As they may not have changed my "sex flag". Well, I did do this and they said yes your "sex flag" says that I am indeed female. I didn't say anything about being trans only that because of my name it got screwed up a couple of years ago.

how long ago was that sheila?  they did request to see proof of my grs when i went to change my gender marker at the ssa.

Government offices are not consistent either are the clerks that work in those offices.

Natasha, It was probably about 5 years ago. Then I rechecked it about a year and half later. I have heard that different offices run different policies. Now, try to figure that one out.
