Alex's suggestion would probably have exactly the effect that's laid out in the blog.
Public sex seems like a sort of degrading thing anyhow and the presence of any and everyone would certainly place a damper, I would think, on the toe-tapping, etc.
But, perhaps the people who are have a vested interest in maintaining that sort of stuff would oppose it. Afterall, many of them are apparently in Congress.
