As I understand it, the lower levels of protein and stuff tend to make us mellower and less ... slaved to our passions. I don't know where I read it, but yeah.
I originally found the idea in Vedic/Yoga dietary teachings though, when I had just started getting into vegetarianism. You have three types of food - Sattvic, Tamasic and Rajasic. Yogi are supposed to only eat Sattvic foods, which include fresh fruits and veggies, seeds, nuts etc, while avoiding or minimising their intake of Tamasic foods ("slow or dead" foods like mushrooms, meat etc.) and Rajassic foods ("active or passionate" foods like garlic, chillies, onions, eggs, along with all processed foods etc.)
They believe that Rajasic foods excite the body and mind and inflame the passions, making them difficult to control, while Tamasic foods dull the mind, poison the body and sap energy. Gluttony also causes Tamas in your body, while eating too quickly or too many combinations of food make you more Rajasic.
But yeah, Vanna is right: Following dietary principles or using some or another substance to curb libido only helps a bit. The root of overcoming reactions in your body is to confront them honestly and openly, and then accept them about yourself. You have to bring the subconscious into your consciousness.
