Binders, packers, oh my...

OK so I'm planning on transitioning now.
I need to know, what's the best binder out there for someone with a small chest?
I'm looking at underworks. The body shirt looks the best for me. I'm around 36-38, somewhere between AA and A cup. Is this compression shirt a good option or should i go with a stronger binder?

And is packing really necessary? If i went around in sagging baggy pants, would anyone really notice? I would just feel so deviant walking around with a fake penis in my pants.
and how do you pack?? I can't find any good explanations or directions except people vaguely saying to roll up some socks and wear a jock strap or make a pouch in your underwear. How would i comfortably pack in briefs or boxers to make sure noone notices when i use a stall in the men's restroom?

I'm getting a little ahead of myself here though. I still live at home, jobless, unable to drive. I don't even know how I'll be able to get this stuff or start T or change my name etc etc, without my parents weirding out about it.. Well at least i'm legally an adult so they can't stop me, right? Last question: should I move out before starting transition? It'd just be too awkward especially for my dad, to see his 'daughter' becoming a man...

Underworks are decent enough.  As for packing, it is not mandatory.  If it makes you feel weird, then do not bother with it.  Nobody will notice the lack of pack if you are wearing "sagging baggy pants."  If you are an adult, your parents cannot stop you.  Maybe kick you out of the house, but they have no legal power to stop you.  It is your decision if you want to move out first.  Ask your parents how they would feel about you transitioning and living at home.  I think your best bet is to get a job first and foremost.

As for packing, anything from a balled up sock to an actual prosthetic can work. I personally don't bother with packing since it's just too much work and it hampers my movement since I'm paranoid it's going to fall out. Which would be awkward.

I don't have a binder yet, but I'm hoping once I get my job to do so.

There is a sex shop that I go to to find packers, etc. They are friendly to FTM, etc etc and they are great! They even have a handy block.
