Somewhere, Planet Earth. The inherent problem with definitions, especially when dealing with emotionally charged issues, is that however one defines something someone is going to get upset if they don't fall inside the boundary you just defined. With science or mechanics that makes use of science it is relatively easy.

For example, in medicine a biopsy on a section of a tumour can establish it as malignant or benign by measuring against known definitive facts. In mechanical engineering a machine either operates or it doesn't. Identify the fault, correct it, and the machine functions again in the manner intended.

Medicine operates in much the same way; identify the fault in the body function fix it and the patient is cured. That is done either chemically (drugs) or physically (surgery). Medical professionals attempt to do the same things with psychology. We tend to forget that psychiatrists are medical doctors who have chosen to specialise in the mind.
