The same process occurs throughout life, and notice I said "during that time" referring to late puberty/adolescence when bones and muscles are reaching their adult proportions. So as the "rebuild/maintenance" as you call it is occuring, the extra muscle tissue (perhaps encouraged by T, perhaps not) forming at the same time could cause those bones to build a little extra, as described in the article.
