An unrelated provision was added to the bill that would federally criminalize certain thoughts.
The "hate crimes" provision would make "sexual orientation" and "gender identity" federally protected classes. A person accused of "prejudice based on the actual or perceived ... sexual orientation" or "gender identity" of a victim would face more severe penalties than a person accused of murdering their grandmother. This creates a class system of victims with preferences for those who choose to engage in unnatural sex acts.
