if it doesn't kill the follicle, there is a chance of the hair being depigmented (little to no color) so that laser won't work anymore (it depends on the melatonin in the hair to absorb energy with light colored skin so it (skin) isn't damaged)

I used to go to an electrologist (changed to laser), she told me it can happen there too.
Also, in electrolysis (aswell as in laser) hairs might sometimes grow back a bit weaker, rather than just die and need to be zapped again.
Thing is, laser haven't had as much follow up as electrolysis yet so they can't say it's permanent removal yet from the possibility some hairs might come back.
Another thing is that laser goes over large areas, so it says reduction rather than removal because some hairs might survive, some might not.
I started with electrolysis on my face, did about 20 hours. (or was it 40? think it was 20). Not that much, probably much more needed.
I changed the laser, after one time I barely had hairs left, just small patches here and there. Second time it reduced the patches severely.
Third time, I have singles hairs growing in some places and they might still drop as I am just 2 weeks after laser, still in shedding possibly.
But I had very little hair compared to most people - to start with. Even before electrolysis.

Regarding electrolysis timing, it much depends on the operator and equipment.
Mine was probably not of the fastest options but she cost about 20$ (or a bit less) per hour, not all that bad, but I'd rather just suggest you to laser it.
I paid about 950 USD (more like 3600 NIS) to have 15 laser sessions. (package) - it takes like 5-15 minutes per session and you are hairless rather quick!
