As for what it does, the Mayo Clinic gives it a "B" ("good scientific evidence for this use") in the following areas: adrenal insufficiency, depression, obesity, and systemic lupus erythematosus. Specifically it "may improve well-being, quality of life, exercise capacity, sex drive, and hormone levels in people with insufficient adrenal function (Addison's disease)."
What you're probably most interested in are the side effects however. From the Mayo Clinic again:
"Because DHEA is a hormone related to other male and female hormones, there may be side effects related to its hormonal activities. For example, masculinization may occur in women, including acne, greasy skin, facial hair, hair loss, increased sweating, weight gain around the waist, or a deeper voice."
Does it work? It's disputed. How quickly does it work? Depends on what you're trying to do, I suppose.
There are a lot of side effects/risks listed on the site. The most dangerous is the possibility of heart problems including rapid/irregular heartbeats. I suggest you read the whole list.
