The Student Non-Discrimination Act (SNDA) is needed as much or more than a fully inclusive Employment Non-Discrimination Act (ENDA)
Employers look for candidates with a well rounded education. Levels of earnings are directly related to the amount of education a person has received. If children are bullied and harrased in school, valid statistics indicate the child will not do well in school and possibly leave school.

Congressman Jared Polis (D-CO) introduced the bill. He states, "Every day innocent students fall victim to relentless harassment and discrimination from teachers, staff, and fellow students based on their sexual orientation," said Polis. "These actions not only hurt our students and our schools but, left unchecked, can also lead to life-threatening violence. Like Title VI for minorities in the 60s and Title IX for women in the 70s, my legislation puts LGBT students on an equal footing with their peers, so they can attend school and get a quality education, free from fear."

Quotea Washington-based libertarian think tank. "The definition of harassment could be broadly interpreted that anybody who expressed a totally legitimate opinion about homosexual behavior could be made illegal.
"That's a violation of those kids who want to express opposition to LGBT opinions or behavior. People have a legitimate reason to be concerned about this -- not because they're 'haters' but because you're now trying to balance different rights."

QuoteFederal civil rights statutes explicitly address discrimination on the basis of race, color, sex, religion, disability and national origin,

Isn't the second in direct conflict with the first?

Surely some people might have completely legitmate opposition to any of those in the second?
