Speaking only of American shoe sizes, women's are two numbers higher than men's.
I was told this as a guideline at first, but it never quite worked for me. I buy womens sizes two numbers higher and they fall right off my feet. I'm at most one size higher in women's shoes. And sometimes about the same.
I really think a LOT has to do with your foot shape. I have pretty slender hands and feet for a guy (And this was pre-HRT. I might be even a bit more slender now.). This is why I never buy a pair of shoes I can't either try on beforehand or return.
